The United States Constitution is the highest law of the United States of America. Justice is administered in the USSR on the principle of the equality of citizens before the law and the court. The State Flag of the Union of Soviet Socialist Republics is a rectangle of red cloth with a hammer and sickle depicted in gold in the upper corner next to the staff and with a five-pointed red star edged in gold above them. Judges and people's assessors are independent and subject only to the law. Article 17. It is the internationalist duty of citizens of the USSR to promote friendship and co-operation with peoples of other lands and help maintain and strengthen world peace. Evasion of socially useful work is incompatible with the principles of socialist society. It also says that all federal and state officers must swear to "support" the Constitution. Section 1 clarifies that in the enumerated situations the vice president becomes president, instead of merely assuming the powers and duties of the presidency. In matters that come within its jurisdiction, a Union Republic shall co-ordinate and control the activity of enterprises, institutions, and organisations subordinate to the Union.
